Purpose of this document
This plan provides information about a strategic direction and operational objectives for Creative Napier for the years 2011 - 2014, it describes the purpose and proposed direction of the organisation over the next three years.
Who we are…
Creative Napier is the Community Arts Council for Napier and its governance is managed through an elected Board that :
· Encourage participation by all sections of the community in the arts and other cultural and educational activities
· Promote Arts in the community
· Advocate the arts in the community.
What we do…
Creative Napier supports and promotes the arts in Napier and artists from Napier. It encourages artists through exhibitions, festivals and events, especially for emerging and younger artists. Creative Napier is a membership organisation that issues an Arts E-News on-line and hosts an arts forum to provide a conduit for discussion within the arts community. It also provides online contact information via a web page for the Arts in Napier.

What influences us?
- Arts and opportunities for participating in arts events will evolve to meet the changing needs of communities.
- Access to diverse, high quality arts opportunities need to be promoted widely to maximize engagement of the community at all levels.
- Hawke’s Bay and Napier has a growing reputation as a vibrant arts community.
- Funding for public and community art works is limited so needs to be carefully planned and applied; Creative Napier will assist Napier City Council in this role.
- Quality public art works need to be planned for at the outset and integrated into any new urban development
- The use of experts in the arts field can reduce subjectivity around the selection of public arts
What we plan to do and why…
Creative Napier Board has a funded Service Agreement with the Napier City Council for the period July 2011 – June 2013 to engage the community in the arts and art events. Community arts are defined in the Napier City Arts policy as:
“projects undertaken within a local community that may represent either a specific geographical area or be defined as communities of interest, and that allow for access and participation by the wider community. Community arts include recreational arts. Often community art is based in areas with a community-oriented, grassroots approach. Members of a local community will come together to celebrate their unique identity though artistic expression through visual arts or performance. These communal artistic processes act as a catalyst to trigger events or social changes within a community such as creating a sense of belonging, connecting communities or enhancing community pride. Community art is often seen as the work of a community arts centre.”
To this end, Creative Napier will organise and facilitate public arts opportunities and performing arts events for the Napier community. Creative Napier will work with others to establish a sustainable community arts centre in Napier.

Principles
Art is a particularly powerful medium for portraying a community’s stories, values and history and creative exhibitions and events can bring a community together, enhancing cultural awareness, education and arts appreciation. Increased participation in diverse arts opportunities adds to a community’s vibrancy and dynamism.
Our Mission To enhance the creative spirit of Napier by providing accessible and affordable arts opportunities
Principles
Creative Napier is guided by the belief that the arts are important and necessary in meeting a community’s cultural well-being and (like any essential service) should be available to all citizens.

All Creative Napier activities will be undertaken with due consideration to:

· Creative Napier will encourage the election of appropriately skilled, professional and accountable directors as specified in its constitution.
Strategic Goals
Objectives 2011 - 2012
Creative Napier will provide a representative for the Napier City Council Arts Advisory Panel and through that representative provide appropriate research into both public and arts community attitudes and advise how best these can be taken into account.
Creative Napier will be informed by consultative meetings (with arts and crafts representatives in the city, including youth and older persons), to solicit views and opinions.
To increase the opportunities for the Napier residents and visitors to engage in, participate, and have access to quality arts experiences within the Community.
Creative Napier will promote and encourage training and practice in all forms of the arts through its activities including exhibitions, events, discussion and demonstration sessions.
Creative Napier will publicise the art and the artists of the area. This will include working in cooperation with arts groups, both older people and those for children and youth. It will aim at reaching those communities less likely to attend galleries and professional/commercial events, as well as Maori, Pacific Island and other ethnic groups.
Ensure that a diverse range of opportunities for participation, enjoyment and appreciation of the arts are available to all residents and visitors to Napier city.
Creative Napier will maintain an up-to-date website encouraging high levels of use from potential visitors and residents. The website will outline arts activities, events, opportunities and facilities available in the city, including the history and interpretation of all public art to enhance greater appreciation of the value of these artworks.
Creative Napier will engage with and provide information and advice to community groups including ethnic and cultural groups so that diverse cultural arts opportunities and events may be facilitated and celebrated in Napier.
Creative Napier will encourage full participation in the Hawke’s Bay Museum and Art Galleries activities and cooperate with the Friends on common programmes.
Monitoring and Reviewing the Strategic Plan
This process will be undertaken through the provision of regular progress reports to the Board on the achievement of the strategies/actions and performance targets, and an annual review of the broad directions (goals and strategies) established in the Strategic Plan.
Medium term objectives 2012 – 2014
1. Subject to funding agreements, Creative Napier will (if possible through the establishment of a Community Arts Centre) exhibit art from Napier artists, especially those at an early stage of their career.
2. Organise five free Summer Sunday Picnic Concerts using local artists, for families in Napier Parks – aiming for eight per annum by 2013.
3. Organise at least one Children’s Art Festival per annum, using local artists to teach children varied arts skills through workshops and demonstrations. Cooperate with HBMAG, YMCA and other groups to work towards Children’s activities during all school holidays.
4. Maintain the ability to advise on artists and venues for art activities, through an information base that includes artists capable of speaking on and demonstrating their skills.
5. Maintain links with arts educators (schools and informal training groups) and with all local arts / creative groups.
6. Maintain links with local arts / creative practitioners.
